Yes - this damper can be used with water heaters

A NO, that is dangerous and will result in carbon monoxide poisoning. If it doesn't have sealed system, intake air, and forced exhaust, the convection rising of the warmer exhaust will not be reliably sufficient (keyword: reliably) to open the damper, even if the damper is easy to open.

I was very pleased that FAMCO would make this damper in the unusual size I needed, but…..

The foam strip that seals the flap was installed crooked so that there was a 3mm gap on nearly half the circumference. I had to rebuild this with new foam, but suboptimal performance because I didn’t really have the right foam for this.

In addition, the cloth tape that is used to form the butterfly hinge was improperly trimmed so that it rubbed against the inside of the metal tube and one flap didn’t close all the way. This was easy to fix by trimming with a razor, but still I’d expect better — if I hadn’t been fiddling with this area to fix the foam issue, I probably would have installed this damper without noticing and the client would have had a lifetime of leaks without knowing why.
